Research On The Disclosure Of Environment Information Of The Government

Disclosure of Environment Information means that the obligation subject should disclose information on the environmental conditions, environmental administrative behavior, corporate environmental behavior and environmental protection to the stakeholders, both individual and public organizations. Through the publication of environmental information, the administrators, the administrated and public could share environmental information, and via supervision mechanism to press on the environmental damage behavior so as to improve the quality of decision-making on the environmental issues, upgrade the environmental behavior and enhance environment quality. On March11,2011, Japan suffered earthquake and tsunami disaster which triggered a nuclear leakage accident and the words such as "nuclear power plant","nuclear leakage","nuclear radiation" and "nuclear safety", which were originally too profound to be understood, suddenly became very close to public health and social safety. Moreover, this accident also aroused public attention on environmental information disclosure system.Environmental information asymmetry and ill-informed professional knowledge cause the public panic during environmental pollution events and heighten social anxiety, therefore this needs government departments disclose authoritative environmental information, popularize the expertise and clarify the truth. In recent years, with the development of China’s environment, the traditional instruction control in the environmental administration can not meet the demand of the development of market economy. At present, China is on the way to establish the new mode, which integrates mandatory control, market economy and public opinion supervision. While only the public and society are full exposed to the environment information, can market and public involvement really work.The purpose of this study is to analyze current environmental information disclosure system, find out the shortage in practice and conduct a comprehensive study on the environmental information disclosure system in the relatively developed countries. In addition, based on the advanced experience and China’s reality from theory and practice, the study searches for the environmental information disclosure mode which fits for China’s characteristics and the institutional base and solutions.
