Suiyuan was in mid-west Inner Mongolia Autonomous Region. It was once as the name of a city, a special administrative region, and a province. Its largest administrative area in history was including Bayannaoer, Ordos, Baotou, Hohhot and Wulanchabu which today are belonged to Inner Mongolia Autonomous Region. In1954, The Peoples Republic of China canceled Suiyuan, Chahar and Rehe provinces, and established Inner Mongolia Autonomous Region. Suiyuan as a name of administrative and geographical region was disappeared. From appearance to disappearance, Suiyuan has numerous problems about frontier, ethnic and immigration, which made Suiyuan a significant place in modern Borderland History and in modern nation-state building. Nowadays the history of Suiyuan that people know is on the decrease, which makes the degree in which Suiyuan is valued out of step with its historical significance. In this article, Modern Suiyuan is chosen to be studied, and the establishment of Suiyuan Province in1928is chosen as a starting point. Hoping that according to the establishment procedure of Suiyuan Province, we can comprehend the relationship between modern minority and the central government. And further more use Suiyuan mode to explore modern nation-state building and border ethnic integration issues. Text discussed in the following sections: 1. The dominanting mode and its evolution about Suiyuan in Late Qing Dynasty:Suiyuan General which in chager of Military and political affairs of Mongolia was established in1761. With the land reclamation and increasing of mainland immigrants from mid Qing Dynasty, the traditional dominanting mode was falling behind. With the appearance of County (Ting), administration under the policy of separating governance "between Mongolia and Han in Suiyuan was more convenient. And that also opened the new way of Suiyuan regional domination mode change.2. Foundation and preparation for provinciating——Suiyuan special administrative system under the framework of the nation-state system:After the foundation of the Republic of China, Suiyuan General system is replaced by a system of special administrative region. The new system inherited the Control policy to upper Mongolia echelons of Qing Dynasty, and started a mainland pattern to control Suiyuan. Division and plunder was Warlord times’features, and that made the advantages of special administrative region system in the process of building nation-state disappeared. Instead, this system became the object of drawn of Mongolia.3. Multidimensional angles of Suiyuan pro vinc mode:After the Kuomintang regime started, Suiyuan Provence was established in integrative process. Upper Mongolia echelons were asking for privilege and autonomous power. In this case, provincial system process was very difficult. From Bailingmiao autonomous movement and the establishment and division of Mongolia Local Autonomous Government Affairs Committee, we can see the different conceptions of nation-state between the national government and upper mongolia echelons. Although the province system was maintained, the problems in the process of building nation-state was unresolved.The provincial transition of modern Suiyuan didn’t achieve very good results in Inner Mongolia integration. Inappropriate national policies and local implementation, as well as upper Mongolia echelons monopolizing the right to speak of "deceive autonomy", made the relationship between western Inner Mongolia region and the central government more and more estranged, until splited. In the modern state transition period, national policies and the nation-state consolidation measures were in the exploratory period. Although national integration is not ideal, as a warning it provided a reference for the new China autonomous policy.
