But because the foreign Foundation’s de-velopment history is nearly a century, the development of Chinese Foundation is undoubtedly immature. In recent years, constantly scandal of Foundation directly reveal that there matters with Chinese oversight mechanisms of Foundation, because public-raising foundations receive public donations as well as implementation of the pubic project with a wide range of influence. Foundation scandal often pushes public-raising foundations to the cusp. As proved, accompanied with the Foundation scandal, the quantity of pub-lic-raising foundations raising supplies and funds will substantially reduce.So oversight mechanisms of public-raising foundations research has important significance for promoting the development of the Foundation.This article takes advantage of the method of documentary research and case analysis to do research on the problems of public-raising foundations oversight mechanisms, and through the comparative study method based on the comparative analysis of foreign foundations oversight mechanisms, try to give advice of improvement of Chinese public-raising foundations oversight mechanisms.Framework of the article is organized as follows:This article is divided totally into five parts, the first part is an introduction, which introduces the research background and significance of the papers, and the development and methods of research; the second part on the basis of defining the concept of foundations and public-raising foundations analyzes the connotation of the public-raising foundations supervision mechanism, and the important signi-ficance of the perfecting public-raising foundations supervision mechanism; the third part analyzes the main weaknesses of the supervision of pub-lic-raising foundations supervision mechanisms, including that the legal sys-tem is imperfect, and the public-raising Foundation’s acceptation of supervi-sion concept has not changed; the fourth part through study of the supervision mechanism experience of United States, the United Kingdom, Canada, over the Foundation, it concludes that the foreign Foundation supervision mechan-isms has the advantages of effective superintendents and a sound legal system, and that it has important influence on perfecting on our public-raising founda-tions supervision mechanism; the fifth part on the basis analysis of the pub-lic-raising foundations supervision mechanisms’problems and learning for-eign foundation supervision mechanism, give advice of perfecting Chinese public-raising foundations supervision mechanisms that strengthening self-regulation of public-raising foundation, bringing diversified superin- tendents in role, improving and standardizing the laws and regulations of the public-raising foundation.
