During the transition period of the old and new systems, the Violations of law and discipline are serious in the financial sector, widespread distortion of accounting information is common and there is no monitoring and supervision toward users of state-owned funds.Basically, the users of state funds have political powers. Supervising those users requires supervisors have more autonomy which means government has to built up independent audit institutions and afford high authority. That would be more effective of government audit.This government leading audit model plays important role such as maintain financial order, set up effective administration responsibility system and ensure the development of economy.It is critical time of constructing a well-off society in12th Five-Year Plan time period. To managing government audit system should use legislation type model:set up supreme audit institution and afford high authority under the leadership of the National People’s Congress.
