Jiangsu Electronic Port Planning And Design

Over the past few years, with the progress of the reform of the foreign trade system as well as the transfer of management rights from local governments to local enterprises, the number of enterprises directly engaged in foreign trade activities is greatly increasing year by year. Meanwhile, the number of illegal behaviors, such as Tax rebate cheating, smuglling and evading foreign exchange or engaging in arbitrage, is also increasing. Under the leadership of the State Council, twelve ministries and commissions including the General Administration of Customs, the State Administration of Foreign Exchange, General Administration of Quality Supervision,Jnspection and Quarantine of P.R.C., the State Administration of Taxation and the Bank of China are jointly establishing an electronic port project with a cross-departmeng, cross-industry network data audit system as its core.The electronic port of Jiangsu province is a key project of provincial e-government construction, a concrete measure for building "Great Custom Clearance, Great Logistics, Great Foreign Trade" platform of Jiangsu province, and an important step for Jiangsu Province to raise its port’s work efficiency, improve its investment environment, further expand its openning up to the outside world and promote better and faster development of its external-oriented economy.Combining with the construction of Jiangsu’s electronic port platform, first of all, this paper analyzes the needs, present situation, goals, functions and processes...etc of the electronic port system, and sorts out each unit’s demand and each department’s location so as to find their benefits balance point; At the same time, this paper designs the business architecture and technical architecture of the electronic port system, distinguishes clearly the overall framework of the system, and deals with the complex cross-sectoral and cross-application data exchange mode, ensures the scientific planning and construction of Jiangsu’s electronic port and provides reference for developing a set of construction model of the electronic port system.
