| Since the "Westphalia system" established, sovereign states hasbecome the main actor in the international relations and the main object ofdiplomacy study. In modern society, with the development of globalization andinternational interdependence,, non-state actors are increasingly active in thepolitical, economic, diplomatic and other fields, international affairs has beenacross national boundaries, the right of the international exchange originallymonopolized by the sovereign states constantly move up or move down toother international actors. In contemporary foreign communication practice,local governments are more active to participate in the international activities,and when their international behavior comes to beyond its own right range,the discordance of local governments and central governments oninternational communication will come up. So, what are the factors affectingthe foreign communication discordance between the two sides? How centralgovernments to react? The two questions will be the research emphasis inthis paper. This paper will use idealism analysis method to study the main twoquestions. And according to the international communication right division ofcentral governments and local governments, countries are divided into threecategories: obedient nations, decentralized countries and parallel type,accordingly, the central government’s coordination modes are divided intosupplementary type, coordinated type and parallel type. In this paper, therefactors are boiled down as the drive of foreign communication discordance:the regional social and economic benefit, regional autonomy and the mutualdependence of international community. The case analysis of the UnitedStates, Japan and Belgium are based on the two main research questions. |
