China’s cultural heritage protection planning system is different from other national cultural heritage protection, it is the recent work on protection of cultural relics in more than10years, a new method to the protection of cultural relics work idea, urban planning model integrated form. Due to the lack of perfect theoretical system support, cultural heritage protection planning is still faced with some problems in the practical work, which the existing planning methods are insufficient to deal with. In this article, the writer introduce the theory of "negative planning" in the field of landscape into cultural heritage protection planning for the first time, put forward the concept of "negative planning in cultural heritage protection" and to define its meaning. Through the contrastive analysis of the existing planning and "the plan", highlight the advantages of "planning" as well as in the applicability of the cultural heritage protection planning.This paper, taking Ganquan Palace ruins as a case, how to use the theory of "negative planning" in protection planning strategy:Firstly, protection priority, establish the site security pattern; Secondly, with the minimum intervention show planning; Thirdly, according to archaeological work progress, using flexible planning method for resettlement site area residents.
