Jiangsu Su Belong To Clean Up The Financial End Of The Qing

Late Qing Dynasty is a transitional period of China’s modern social development,also in finance. After The Taiping Heavenly kingdom Movement, the local financialright expended incessantly. Qing government unwillingly lost the united financialright and fighted with the local government. The relationship of the central financeand the local finance was not clear. Local government trespassed central governmentfinance, was the so–called illegal expenditure. Central government demandedfinancial resources from local government continuously, each had their own reasons.In order to save the crisis of governance, Qing government implemented the financialreform of tiding up finance and financial budget across the country in Late QingDynasty, which also becomes the basis of Constitutional reform in Late Qing Dynasty.Jiangsu-sushu province’tiding up finance is an important component of thewhole country’s financial reform. This article discusses the narrow sense of tiding upfinance, mainly based on“Financial specification”, which was compiled by sushubureaus for tiding up finance. The Financial specification involves three core essences:first, tiding up illegal expenditure; second, stating the pros and cons of financialsystem; third, dividing national and local tax. Because tiding up finance was the basisof financial budget, financial budget was the purpose of tiding up finance. Therefore,this paper analyzes the1911financial budget. By this study, I want to achieve thepurpose of exploring the central and local financial conflicts of the late Qing Dynastyand the provincial finance system. Meanwhile, this study is also to do a rationalevaluation of tiding up finance and financial budget. There is still a certain referencesignificance for the new finance and tax reform in current china.
