When we analyzing how to use and consume some articles from the perspective of exclusive nature and competitive nature, tourist attractions can be divided into two kinds: public and non-public tourist attractions. Public tourist attractions as public goods, their ownership and use rights should belong to the public people. Due to this case, there is a strong voice of having free access to tourist attractions in the society. However, the free opening question is a subject involves political, economic, social and environmental issues. We should not deal with this blindly and casually. In order to carry out this work in a healthy and orderly manner, this paper taking Yangtze River Delta region for example, conducts a research on the issue of free access to public tourist attractions.The thesis consists of six parts. The first part is an introduction, this part introduces the research background, significance, research methods and research framework; the second part is literature review and the theoretical basis, after summarizing the existing studies, some related conceptions and theories are introduced; the third part taking Yangtze River Delta region for example, analyzes the success and failures of free access tourism attractions and sums up the experience and inadequate; the fourth part is an illustration of the rationality and extent of the topic. The fifth part gives some strategic solutions from several aspects such as basis conditions, management and encouragement.
