Access control technology, a research hotspot in the information security field in recent years, ensures data security by auditing the users’operating authority, which can prevent and control the occurrence of data security incidents. Owing to the popularization of the Internet, phenomenon such as piracy, illegal distribution and infringement of vector geographic data is becoming more and more rampant, consequently, the safe sharing and copyright protection issues have become increasingly important. The development of access control technology provides a completely new solution to the security of vector geographic data, but traditional access control methods cannot be directly applied to vector geographic data due to its particularity of data storage and process method. Therefore, access control technology and method aiming at vector geographic data which focus on its own characteristics should be researched.Based on traditional access control and digital watermarking technology, by analyzing the characteristics of the vector geographic data, access control issues of the vector geographic data are studied in this paper. The specific research results are as follows:(1) By expounding the essential characteristics of vector geographic data and the difference between the ordinary digital files and vector geographic data in aspects such as the data structure, storage organization, production and application environment, the unique requirement of the access control for the vector geographic data was analyzed.(2) In combination with the advantages of traditional file identification method and robust watermarking technology, a file identification method based on robust watermarking for vector geographic data was proposed, which binded a packet checksum to the file identification before the embedding progress and extracted the file identification based on the expurgated code and confidence level. The experimental results showed that this algorithm had good invisibility and robustness, and can effectively resist common attacks, which effectively solved the identification problem of vector geographic data.(3) According to the characteristics of the vector geographic data and its produce and application environment, the objectives, strategies and systems model of access control for vector geographic data were discussed. An access control method based on Hook and robust watermarking identification for vector geographic data was proposed so that the frequency and validity of usage control of vector geographic data was realized, which provided a reliable means to pre-prevent the security issues of vector geographic data. (4) On the basis of the content changing sensitivity of fragile watermarking technology, an access control method for vector geographic data was proposed so that the authority control problem could be transformed into data content change detection and change metrics problem. By detecting and summarizing the coordinate points with fragile watermarking in the vector geographic data, then measured changes in data content according to the proportion of the coordinate points with watermarking of the total data points, so that to determine the necessity whether the data should be controlled. The problem of the unreasonable control in the process of data reproduction was solved.
