The conceptions of administrative law is put forward, our party committees and governments at all levels of performance evaluation index system of administrative law shall be the high attention. In the economic rapid rise, the productive forces of the rapid development of the social background, the government in order to adapt to the development of productive forces, from the central government to the local governments at various levels of administrative law, such as the open government for a series of work, but in constructing the perfect government system of administrative law without forming a complete set of, system, scientific and legalization of index system, and affected to some extent our government promotion of rule of law of administrative steps. Civil servants performance appraisal government administrative process when the important link, is the core of government personnel management, how to efficient and practical and feasible and can play the role of the actual effect, especially in administrative law is currently under the premise of all countries in the world are faced with the problem.For the present, at all levels of the government has introduced many of performance appraisal concrete countermeasures and measures, but in a detailed examination of the formal process, evaluation index is not science, the evaluation result can’t specific application. The author thinks that, as the implementation of administrative rule must have a process for China’s socialist characteristics of scientific hands-on civil servant’s performance assessment index system of administrative law, through this system to restrain themselves and civil servants administrative work in government. This article, from the four aspects to study: the first part of the civil service performance evaluation index system of the concept of administrative law. The second part focuses on performance evaluation system of administrative law in our country at present the difficulties and problems. The third part of the performance evaluation index system of administrative law in reference to the advanced aspects and try to find out the corresponding suitable for China’s practice. The fourth part in China is proposed civil servants administrative rule of performance evaluation system of the specific countermeasures.
