Jiangsu Private Higher Education Development And Government Support For Research

Since Jiangsu province proposed the development strategy of "province of higher education", as an important part of higher education, private higher education plays an important role in the implementation of this strategy. Thus, we should not only develop governmental higher education, but also private higher education, so that Jiangsu province could become a real talented people cultivating province. The total number of universities and colleges of Jiangsu province is to be among the best of the whole country, but the quality of higher education still lag behind among brother provinces. Currently, private higher education faces fierce competition. In order to promote its healthy development, to upgrade its education quality, as well as to stand in the future private higher education, Jiangsu province should take its advantage actively, improve its law and regulations, and eliminate discrimination polices to guide and support private higher education.This paper first reviewed public product theory and higher education cost theory to discover the importance of governments supporting of private higher education, and then explored the main dilemmas of the development of private higher education through literature collection and survey. The difficulties can be divided into five parts:students, funds, property rights, management and teachers. Thirdly, this paper made comparison study between Jiangsu province and Beiking, Shanxi and Jiangxi provinces. By learning the experiences of American and Japan private higher education, this paper proposed some ideas of supporting private higher education from the aspect of clarity of property rights, classified management, funds support, teacher team building, source of students support, joint education, and exit mechanism.
