Conflict And Conversation:the Difficulties Of The Operation In Basic Stability Mechanism In Our Country And The Outlook About Its Reconstruction

Currently, the deepening of reform and opening up, and the sharp transformation of the economic and social structure, result in making the economic stratification and benefits of diversification trend more obvious, the old social system is gradually disintegrated and the new social system has not yet formed, uncertain factors in the process of reform, development and social risk increase. At this point, the social stability is especially important, which needs the grass-roots government to build the base stability mechanism to adapt to the social development situation.But the "stability overwhelms everything" formed in the long course of development has become the inertial thinking of the local officials."stability" has become "the sword of Damoclesin" in officials’ hearts: taking the absolute stability of the society and the absolute rule of ideology as the goal, regardless of the requirement for the political and economic systems adaptability in the transformational developing process. Taking all the protests such as parades, demonstrations, strikes, even the justified expression about interests as a threat to social governance, an absolute opposite, and suppress and blow them by all means. A large amount of expressions of interests appeared in the process of reform which should have been accepted into the system, became the illegal behavior, due to the government’s inaction and even the protection of its own self-interest, which led directly to the government in the face of more intense "contradiction" outside the system, thus got into the governance dilemma-"the more stabilization, the more unstable"The problems existing in the operation process of basic stability mechanism, demand higher requirements to the performance of government social management and social governance function, which need the government to change the original ideological control mode and the performance model of development, and to meet the needs of the public political participation and interest expression through the institutionalization of the rights and interests of adjustment means, eventually form the dynamic stability mechanism, which the government, non-governmental organizations and the public participate together in, and consists of multiple power subject.This article gives two contrastive analysis about the bombing in Fuzhou and Wukan event in Guangzhou, to seek the way of building institutional interests expression mechanism and dynamic stability mechanism path, thus to solute the stability problem, and to promote the construction of socialist harmonious society and development. This article altogether is divided into four parts:The first part analyzed the basic theory of social conflict, social sports at home and abroad. This section used the safety valve mechanism, resistant protection of rights, and interest game etc. Theories to solid theoretical basis for a new basic stability mechanism. At the same time, indicated the necessity and significance of the reconstruction of the basic stability mechanism.The second part analyzed performance and existing problems about the mechanism of pressure stabilization. By contrastive analysis on typical cases, reflected social conflict and social imbalance under the mechanism of the pressure stabilization,from the aspects of regulation and prevention mechanism, the cause and the attitude towards the problem, emergency response and resolution strategy etc.The third part analyzed the cause of the alienation of stabilization. It analyzed the phenomenon and cause of "the more stabilization, the more unstable", From aspects of governing idea, role orientation, exclusive system, GDP evaluation mechanism, lack of the participation way, etc.The fourth part predicted the dynamic stability mechanism construction. It expressed a wish to build the dynamic stability mechanism, which the government, non-governmental organizations and the public participate together in, and consists of multiple power subject,by changing governing idea, unblocking interests expression, carrying out the new concept and vigorously support the development of civil society.
