In present,contemporary China has a large of population(13.3hundred million),and more than6.7hundred million live in rural areas, accounting for50.32%of thetotal population,"three agricultural" problems bearing on the overall situation ofnational stability and development Since reform and opening,"three rural" issuegradually increased, various criminal surge contradictions highlighted, the rule of lawin rural areas lagging behind, especially in economically backward rural areas, such asShunchang County countryside. Existing agriculture-related laws have been unable toadapt to changes brought about by complex situation.
