Nowadays, in the society ruled by law, toperfect the system of personal security is of great importance, which is becausepersonal security protection system is one way to show the value of life and is also theway to manifest the concept to human right. Coal mining is a high-risk occupation,which makes the workers to be a group of special labors. Nowadays, mine disastershappened frequently, and it is very common that miners die, wound or suffer fromoccupational diseases. This phenomenon may be caused by natural factors, but itmostly results from the lack of a social culture of respect life and health and the lackof an environment of act by the law here in our nation. And it is also because there isa great number of people who do not act by the law and who do not enforce lawrigidly. This essay is through the angle of right protection, to analyze the factorswhich cause few people pay much attention to the miners’ security, and to advice newmeasures to protect the miners’ security.This essay contains four parts. The first part is a general introduction of personalsafety, which is a theory outline of the source of personal safety from the legal level.The author thinks that it is of necessity and the urgency to protect the miners’ securityby stating the legal source of personal safety protection. The second part exams theprotection to the miners’ security, analyzes and states the theories and the related legalsystem of the rights protection and the protection to the miners’ security, and pointsout the current condition of how the miners’ security is protected and the flaw existedin the legal system.The third part analyzes the reason why the protection of theminers’ security lacks, from the aspects of the legal level, social morality, and theliability of the coal mine enterprises, and figures out how comes the security of thisspecial groups of people is not effectively protected. The fourth part gives practicalmeasures to protect the miners’ security. The author advices that, we can improvethe system of miners’ security protection through four aspects, which is to make useof legal protection, to form the social culture of the respect to the health rights, toreinforce the corporate responsibility, and to establish the security organization of the miners’ own. And among the four aspects, to set up new kind organization of theminers’ and to establish the rights protection joint organization is the innovation ofthis essay. Let’s hope that the miners will get more and more effective protection.
