With the launchof pilot projects in Shanghai, and the establishment of a personal credit investigation center ofthe Central Bank, banks’ transaction of personal credit loan services and the credit servicesoffered by alipay through transaction data，personal credit investigation has really come intoour lives. There are many problems during the development of personal credit, such aspersonal information leakage, rampant criminals through the illegal use of personalinformation, the harm of individual legitimate interest which is caused by informationcollection process inaccuracy, the diiffculties of asserting rights and collecting dishonorinformation as well as the limited function of credit information. All these problems impedethe development of personal credit industry. With regard to legal norms，atfer the theoreticdiscussions and the draw-up of dratf，the ifrst administrative regulation on personal credit wasfinally published which supplies the gap of relevant law. Certain problems，however, stillexist in real situations and has to be solved through further improvement of relevantregulations.The research in the paper is conducted by studying practical examples. From existentproblems and the requests of individual subjects, it comes up with a new method on theanalysis of the problems in the administrative regulations(dratf) and on the improvement ofrules. The purpose of this essay is to attain an equitable allocation of rights and obligationsbetween individuals by advancing legal system, and ultimately safeguard the transactionorder.
