In today’s globalizing era, nations have more and more closely international exchanges.However, friction and conflict between nations occur frequently. How to send warning before the crisis, how to give rapid response after the crisis, and how to achieve the effective control of the situation to make matters to the benefit of one’s own direction of development during the crisis so as to the maintenance and expansion of maximizing their own interests need to be taken into serious consideration. Most of all,the results after the crisis should be sturdy, good remedial measures and the actors need to have a sound and reasonable crisis management mode.April2012, China and the Philippines started to dispute over Scarborough Shoal. From the initial reaction of the parties, to how the parties to deal with it, coupled with concern over the incidents and third-party intervention, can be understood as a response to the crisis in the dispute management process. The Cheonan incident which happened in March2010, is an emergent event in the context of the DPRK’s Nuclear Crisis.This paper reviews the process of the two crisies, using the international crisis management theory to analyze the crisis parties’ response and the mode of crisis intervention, and from the international, national and individual level to analysis the deep reasons for the parites choosen different crisis management model, so as to arrive at the international crisis management should not only consider the international system, regional pattern, the interests of the state and the individual decision-maker’s influence on crisis management, on the other hand, according to the specific circumstances,choose one or more management model to reach the effect of management optimization. This paper also make some thinking of China’s crisis management mode. It needs China to safeguard the fundamental interests of the country on the basis of, adheres to the principle of unity of rigidity and flexibility, employs rational use of various means comprehensive, targeted and differentiate treatment and Southeast Asian countries in the South China Sea islands dispute on the issue. Therefore, on this basis, adapting to the new changes and strengthening communication and cooperation with the international community to build by the Chinese characteristics of the international crisis management mode.
