Research On The Enhancement Of The Government’s Responses Ability By The Perspective Of Good-governance

Over the past30years after the Opening-Up and Reformation Policy waslaunched, China has achieved great achievements in both economic field and politicaldemocratization. China’s public administration has steadily reformed and adjusteditself to the international environment, approaching modern democraticadministration. China values significantly on cultivating public-servant concept,raising response ability, and building a democratic administration, in which designinga democratic, justified, efficient and clear response system is of ultimate importance.Under the perspective of good governance horizon, the theoretical basis of thegovernment response ability is based on the new public management theory, newpublic administration theory, new public service theory and new public governancetheory, with the core elements including the following six aspects such as theresponse subject and object, the respond content, the response effect, the responsetime, the response pathway, and the response process. The government responseability under good governance horizon is not only needed for the coordination ofrelations between government and people and the building a harmonious society, butalso for the enhancement of the government decision-making scientification anddemocratization and even for the enhancement the legitimacy and the credit. In recentyears, although we have made a lot of beneficial explorations in government responseability, it is still inadequate in swiftness, fairness, validity, etc., causing a series ofserious social consequences. This is due to the deviated service concept, the variousgovernment hierarchies, the lack of related system, the insufficiency of citizenparticipation, and the immaturity of civil society development. It can providebeneficial reference for the improvement of our government response ability to takeinto consideration the advanced experience of the government response ability of suchdeveloped countries as America, South Korea and Japan. Therefore, in order toenhance the government response ability, it is imperative to set up the new publicservice concept, strengthen the construction of the government response system,consolidate the citizen participation, perfect the construction of the electronicgovernment, and cultivate and develop civil society and other aspects.
