Discussion Of Harmonious Development Of Community Residents And Jiuzhaigou Valley Nature Reserve

A nature reserve is not only a "storage house" of biological species, which keeps and saves a large amount of endangered species of wild fauna and flora, but also a "natural laboratory" of conservation and research. Furthermore, it provides a "living museum of natural history" for conservation education conducted by human being. Nature conservation is the material basis of national sustainable development, as well as the important content of constructing a harmonious society. However, the contradiction between nature reserve protection and the local residents’desire to become well-off, which is also between management construction and economic community development, has been bothering nature reserve managers and community residents for years. Due to its difficulty, handling and solving such problems has been known as a worldwide dilemma.Our research selects as an example one of the first batch of national nature reserves, i.e. Jiuzhaigou Valley Nature Reserve, where the community has involved in tourism at an early stage, and has a relative mature degree of participation for the present. After years of exploration and practice, Jiuzhaigou Nature Reserve has developed a set of effective measures for community management, which deals effectually with local communities while handling coordinated development of nature reserve and tourism economy. Investigation of Jiuzhaigou Nature Reserve and community residents will be both theoretically and practically helpful to reinforce construction of harmonious relationship with community residents, as well as harmonious development of our national scenic spots and communities. It also provides certain reference for resolving conflict between nature reserves and local communities, which has been a global hotspot and difficult problem.By means of sociological investigation through collecting relevant information, surveying community residents and interviewing community managers, the paper will carry on the analysis conclusion of the first-hand materials and data. The main conclusions are as follows:1. The development of participating tourism of Jiuzhaigou Community has undergone four stages. The participation of community is now at a mature level of vigor and comprehension. The nature reserve and local community residents enjoy a co-existence way of depending mutually, where each other can have a positive impact, thus forming a benign interaction. In accordance with operation and administration control, it is concluded that the harmonious development mode, between Jiuzhaigou Nature Reserve and local community residents, is a mode of function control.2. The triumph points of community management of Jiuzhaigou Nature Reserve and local residents are further summarized from four aspects, i.e. economic development, sociology, culture and environment. Meanwhile, we analysis and conclude existing contradiction and hidden trouble which will do harm to promote harmonious development of reserve and community residents and exist in aspects of production and business operation, daily life, social culture, ecological environment and democratic management.3. Finally, we put forward rational suggestions according to the above questions:(1) Make brands to play a leading role in promoting coordinated development of regional social economy;(2) Innovate approach to marketing, and guide community to grow outwards step by step;(3) Establish A training and education mechanism for THE whole community, and improve incentive mechanism;(4) Strengthen the protection of cultural diversity, and enhance spiritual and cultural construction;(5) Enhance the level of ecological tourism, and strengthen the consciousness of residents’voluntary protection of the environment;(6) Transform the mode of community work, and promote legalization and standardization of community management; and (7) Improve management system, and construct harmonious virtual society.
