Present Situation And Development Countermeasure Of Village-level E-government In Hunan Province

The village-level e-government is an important content of rural informatization. Village-level e-government development include a trinity of political services, economic services and cultural services, can accelerate the new rural construction, promote rural economic development, solve the "three rural" problem. At present, the rural e-government construction of our country is basically in its infancy, deepening the application of e-government, accelerating the services of e-government extending to the rural area, and building a service-oriented government, will help to promote the further development of rural informatization, and better promote building a new socialist countryside. Hunan Province as a demonstration province of national rural agricultural information technology, impel the process of rural informatization is an urgent need to promote village-level e-government development. Therefore, comprehensively analyzing the status of village-level e-government and studying feasible countermeasures have great significance to promoting the development of rural e-government and the overall situation of rural informatization development. The main work includes:(1) For the content of this paper, by consulting literatures, the research status of home and abroad is reviewed, summarizes the related theory foundation as well as its role to village-level e-government development;(2) Summarizes the characteristics of rural e-government development, analyzes the village-level e-government development at home and abroad, according to three indicators—the information infrastructure, government websites, human capital, lays special stress on analyzes the village e-government development in our country;(3) Designs the village-level e-government research recommendation of Hunan province, Based on the survey data, analyzes the existing problems of the process of village-level e-government development in Hunan province and the urgency of the village-level e-government development;(4) Researches the principles to be followed during the process of village-level e-government development, the corresponding countermeasures and development pattern suitable for village-level e-government;(5) Based on the above analysis and research, applying cloud computing model to construct village-level e-government system framework, rural information release program and village-level e-government web portal function module which are suitable for the development of rural areas.
