Communist party and state leaders attached great importance to China’s political system reform, but it is under a lot of resistance. Local governments are especially in a dilemma. Local governments connect the central government and the people. Local governments do not have enough autonomy, while facing the real social problems.Article35of the constitution of our country stipulates:"the citizens of the People’s Republic of China have freedom of speech, the press, assembly, association, procession and demonstration.’ As one basic human right, everyone enjoyed the freedom of expression.
