Research On Problems And Countermeasures Of Government Performance Evaluation In Hunan Zhuzhou Tian-yuan District

As an effect administrating method, the performance evaluation of government isgood at promoting the local government’s performance, supervising the government’sbehavior and improving its image and reputation, it also be a focus common concernof society and government. Although most of the local government’s performanceevaluation has got a great achievement, there still exists many problems. So it is veryimportant for pulling the Service-oriented government constructing and promoting theability of society’s innovation and the government’s performance to building acomprehensive performance evaluation system of local government. For the Tianyuandistrict of Zhuzhou city, it becomes a vital task for the development of economy andsociety to taking the performance evaluation of government as a helpful tool.This paper analyzing the current situation and achievements of performanceevaluation in Tianyuan district which starts with the related concepts and basictheories, and also probing into the problems that hidden in subject-object ofevaluation system and its method and index system and the security measures in orderto searching the reasons. At last, this paper tries to providing some solutionsaccording to the problems and causes which including the human-oriented values,strengthen the institutionalization of performance evaluation, constructing multipleparticipation system, and building related security measures, what is the mostimportant is have introduced the Balanced Score Card and Key Performance Indicator,and structures a complete performance evaluation indexes based on modifying theBalanced Score Card which consists of the government’s function, public comments,self’s ability construction, administrative costs and the government’s growing.
