The Research On The Construction Of Socialist New Rural Communities

In recent years, there is a significant improvement in the levels ofpeople’s production, life and living conditions in china’s rural areas.However, with the economic and social development, the farmers’self-built community has been unable to meet their needs for thecharacteristics of dispersiveness of the traditional rural communities. So,it is necessary to build a new type of rural communities based on itsexisting conditions and the farmers’ practical needs. As a majoragricultural province and the most populous province, Henan has beenexposed in the prominent contradictions in the economic and socialdevelopment, a large population with relatively little land and the lowlevel of urbanization, for a long time. In recent years, Henan Province hasexplored a new way of balancing urban and rural development andpromoting the unity of city and countryside by the favorable opportunityof new rural construction. This way can lead to the realization of localurbanization without leaving their hometown. The construction of newrural community is different from the natural community building beforebecause it makes the government the leading position and the farmermain body, and with the participation of the market, non-governmentalorganizations etc. to achieve the building of the comprehensive andsystematic community construction, management and service. Specifically, according to the production structure, natural features anddevelopment condition, it is reasonable to take programming modelcommunity with the regional characters in geography; and it accord to thegeneral requirement of ‘Production development, life well-off localcustom civilization, village clean and democratic management’ in itsinherent meaning; and functionally it requires the improvement on thecapacity of service provided by township government, farmer’s autonomyand resource integration; and in the design of new rural community, itmust insure the farmer’s agreement and unified plan.Based on the analysis of the new rural communities’ connotation，this thesis demonstrates the necessary and realistic conditions of theconstruction of new rural communities, carries on the on-the-spotinvestigation towards some regions of Henan, and makes a specificanalysis about current situation and achievements of the construction inHenan. This thesis also explores the existing problems in the constructionunder the practical study, and the finds are following: unreasonableplanning; source of fund; lacking strong pillar industries; poor politicaland democratic development, cultural construction and public service inthe community, etc. In response to these problems in the construction ofnew rural communities, the author put forward feasible suggestions fromthe good preliminary feasibility analysis and planning on broadening thefinancing channels; the development of the pillar industries; completing the management of community democracy, cultural development and thefunction of public service; establishing the long-term effect protectionmechanism, etc.
