Along with the further development of China’s economy, especially when the market economic system is gradually being established and the reform of the political system is carrying on, non-government organization (NGO) is playing a more and more critical role. During the period of transformation, government function requires that the former unified management of all the public affairs should be transformed from micro-management to macro-management. However, NGO was developed late and its development has been limited by China’s traditional culture and environment. According to statistics, NGO has been developing with a very low rate in last two years in China. This bottleneck will largely hinder the social development of China, let alone achieving the goals of the multi-center governance.Government failure and market failure theory affirmed the necessity of the NGO. While the theory of Governance and Good Governance is the framework of the political development process in a normative theoretical analysis for the understanding of the modern state and the social structure variation. Administration reflects the citizens’ pursuit of the new social and public life. Social distribution is evolved toward justice. Governance theory refuge in the value to the public nature fit the social spirit of the post-modern social democratic state. Based on the above theoretical analysis, the paper analyzed in the third part of the development of non-governmental organizations inside and outside the plight of its causes. It is thought that our government is still not completely get rid of from the social micro-management. Biased understanding with NGO, inadequate laws and lacks of supervision and poor self-discipline are still big problems. It is difficult for NGO to absorb high-quality personnel due to the public’s blind worship to the Government, which in turn restricted the development of non-governmental organizations. All of these resulted in poor credibility and ability of NGO to provide social service. So in this paper we proposed the corresponding countermeasures:improvement the management system; breaking through the shackles of traditional ideology, formation a comprehensive regulatory system; implementation of information disclosure; raise the level of human resources and capacity to provide services.According to contemporary public administration theory, democracy and NGO have a close relationship, and the development of NGO is very critical to social governance. Traditional representative democracy can not satisfy people’s needs of public goods. Contemporary political development emphasizes the fairness and justice of public governance as well as the evaluation of public goods. NGO is an essential element of post-modern society, which compensates the deficiency when the government and market provide public service. During the period of transformation, China is faced with various and complicated social problems, which require the government and NGO work together and complement each other. It is imperative to provide a good internal and external environment for NGO to promote the development of our society.
