Research On The Legal Issues Of Ecological Protection About Mountain Area Regional Coordination

Mountain has important ecological barrier function and huge economic value. At present, theecological environment of the mountain area of our country is becoming more and more serious,and some have been harmful to the normal operation of the national environmental security andsocial economy. Research on legal issues of regional ecological protection areas is helpful toprotect the ecological environment of the mountain area, to promote the implementation ofintegrated ecosystem management in mountainous areas in China, providing a new perspectiveand relevant regional coordinated legal advice for ecological protection of the mountain area ofour country, and to our country issued special mountain law formed preliminary exploration.due to various reasons of history, politics, economy, ecological system is divided intodifferent administrative regions to management, which is not in accordance with the integratedecosystem management ideas and concepts. In the precondition of not changing the administrativedivision, cooperation and coordination between administrative region is the key to realize theintegrated ecosystem management area. In this paper, with the idea of environmental andresources law, the connection of management and law comprehensive ecological system as abreakthrough, explore ways of ecological protection coordination. The integrated ecosystemmanagement perspective the integrity to protect mountain ecosystems through administrativeregional coordination, and the analysis of China’s current regional coordinated legal problems andperformance, neglect of mountain ecosystems relatively independent and the local government’sself-interest, protectionism is China’s laws and regulations are currently involved in mountainousarea main reason rarely break administrative division limit; from outside the area of integratedecosystem management law experience, combined with the positive conditions for integratedmountain ecosystems management, that ecological protection coordination is necessary to makemountain law and regional cooperation and to establish and perfect the legislation of mountainunified management institutions and other conclusions. At the same time, improving the system,improving function regionalization the appraisal system, improving the ecological compensationsystem as an important means of ecological protection of regional coordination.
