Research And Practice Of College Student Village Official System

Employing excellent college graduates as village officials is a major strategy theCPC Central Committee made under the instruction of the science development viewwhich is in order to resolve the "three rural issues". The government guides theuniversity students to build the countryside which can open up a new way for theemployment of university students, inject a new force into the rural grass-roots,accelerate the pace of new rural construction; at the same time, the new ruralconstruction also provides a broad stage for the development of the college students,where the student village officials can fully display his aptitude, and realize theiraspirations and dreams. Since the implementation of the university student villageofficial system, it has made remarkable achievements, but some problems do exist, suchas that the ideological and political education of college students is not enough, thework system is imperfect and the low level of the graduates’ own quality. Therefore, it isnecessary to study these things, and offer solutions, and make recommendations for theimplementation of the college student village official system.This article analyzed effects of college student village official system and theexisting problems through questionnaire and case interviews in Hequ County, ShanxiProvince. According to the fact-finding study, we find the causes of the problems, andput forward some suggestions. In addition to the introduction and conclusion, the paperis divided into five parts, the first part is about the research of the status of collegestudents village official system, which mainly illustrates the research status of domesticscholars on this problem; the second part introduces the current situation of the system.Taking Hequ County of Shan Xi province as a case study, this research has madetwo questionnaire surveys: one is given to the college student village officials and theother is given to the villagers to get the evaluations of college students. We alsointerviewed3village cadres and2outstanding college students to analyze the effects ofthe college student village official system, including the effectiveness of the management mechanism and the executive effect of this system; the third part analyzesthe problems in the implementation process of the system through the investigation, andalso analyzes the causes of the implementation experience of the system,and the levelsof ideology education in college and out of the college, and university students’ own-quality; the fourth part puts forward countermeasures and proposals for a sustainabledevelopment of the college student village official system in3areas: to improve thecollege students village official working mechanism, to optimize the university studentvillage official communication environment,and to improve the college students’quality.
