The Value Of Modern Village Regulations In Rural Social Management Innovation

Rura has always been the focus of country.At present,there are series of newproblems in the rural social management,such as moral demonstration,diversifiedcontradiction between the villagers,and these phenomena are even more difficult for therural social management. Facing these new problems, we are in the urgent to find asolution to this problem,thus steping out of the dilemmas of rural management anddevelopmenting of harmonious village environment.This article through a lot of cases introducing the role of modern village regulationsin safeguarding the order of the village and solving the conflict of the villagers bytaking Changyang Tujia autonomous county as the example,reflects the unique value ofmodern village regulations as an informal institution in rural social managementinnovation.The author suggests that the legal modernization is a long process. Whennational law can’t fully cover the rural social life,the modern village regulations stillhave their own application space.Therefore,we should respect the unique status of themodern village regulations in rural social management and improve itcontinuously,then,they can rich the rural social management practices and solve theproblem of rural social management.This paper is divided into four parts bytaking Changyang Tujia autonomous countyas an example.The first part simply introduces the basic situation of the research point.The second part introduces the regulate construction of the modern villageregulations.Through systematically analyse the content of the modern villageregulations.We can see that these folk norms has enriched countryside managementspecification and fill the gaps of the content of national law.The third part introduces the order consolidation effect of the modern villageregulations.The modern village regulations use incentive specification and punitivespecification to manage the village affairs efficiently.The fourth part introduces the dispute settlement role of the modern villageregulations. There are many ways to solve disputes in the modern villageregulations,such as casting lots、mediation and collective bargaining,and they can timely solve the contradiction between villagers，and therefore the multiplex systems will befurther perfected。...
