Present Situation Study And Countermeasures Of Migrant Workers’ Health Care In The Process Of Urban-rural Integration

In recent years, with the attention of the CPC Central Committee and the StateCouncil, the migrant workers’ health care has developed rapidly, so does the insurancerate. Under the new type of rural cooperative health care, the vast majority of migrantworkers have participated in health insurance. However, due to the complexity ofmigrant workers, although some of the migrant workers who work in different placesparticipate in the new rural cooperative health insurance, but there is no obvious effectof actual protection. The defects in differences and compatibility of regional health carehave revealed gradually, and become barriers to improve health insurance in China.To solve the health care problems of migrant workers, in the long run, it must solveproblems of low level of urban-rural integration, the diversification of insurance model;solve the problems of transferring and continuing the health care between differentregions. But in a short period of time, the imbalance development of China’s economy,it is difficult to solve the above problem effectively, so it should take step-by-step andstage-by stage measures in the health insurance of migrant workers.This paper investigates and analyzes the status of the migrant workers who cannotenjoy the health care in Xi’an, which caused by the problems of low insurance rate andthe difficult in transferring and continuing health care between different regions. Then itcompares and analyzes the successful examples in other provinces and cities, comparesthe basic health insurance system with the typical nations, and learn experience from the health insurance of migrant workers at home and abroad; this paper analyzes the healthtreatment difficult or non-operational treatment in Xi’an, Shaanxi Province, andproposes the solution to to solve the health problems of migrant workers, hoping to getthe attention of the relevant departments and provides references.
