The Research Of Housing Security Policy Implementation In The Chinese Government Performance Evaluation

Housing problem is an important social and livelihood of the peoplequestion. Inrecent years, large-scale constructions of affordable projects have been carried on.However, as the exact executor and focus of the affordable projects, local governmentlacks the enthusiasm and initiative needed for implementing housing security policy.The reason is that the lack of governmental performance evaluation index andcriterion in housing security. What’s more, housing supply can’t meet the housingdemand of middle-low income community effectively, which lead the responsibilityof government is not fully reflected. Therefore, in order to enhance the localgovernment’s sense of responsibility and guarantee the housing security policy canimplement valid, we must evaluate the local government’s service and managementactivity when they carry out the housing security policy.A series of basic research has been made for the housing security policy ingovernmental performance evaluation. This paper is divided into four parts. The firstchapter is the content of the housing security policy in governmental performanceevaluation. On the basis of the specific contents analysis of the housing securitypolicy and the governmental performance evaluation respectively, this paper putsforward the concept of the housing security policy in governmental performanceevaluation. The second chapter is the significance of the housing security policy ingovernmental performance evaluation, and analyses the significance of this evaluationfrom two perspectives of the necessary and importance. The third chapter is built thehousing security policy in governmental performance evaluation, which is the key andcore part of this paper. In this part, first, the paper proposed ideas of building thesystem of housing security policy in governmental performance evaluation. Second,this paper built index system under the guidance of the constructing principle anddesign foundation, the index system includs five first-class indexes, sixteensecond-class indexes and fortr-four third-class indexes, then, uses AHP to an indexsystem weight assignment. At last, the fuzzy synthesis grade method has been used toverify the rationality of this system in practice. The last chapter is about the measuresto guarantee the housing security policy in governmental performance evaluation,which analyzes concretely from three levels of legal, regime and organization.This paper puts forward a relatively systematic and reasonable housing securitypolicy in governmental performance evaluation, which provides not only the theoryreference for the research of government work performance evaluation on housingsecurity, but the new perspective and idea for the theory research. Meanwhile, designa more perfect and scientific index system of housing security policy in governmentalperformance evaluation, and accurately validate its scientific and reasonable willbecome the direction of the further study.
