Qing Dynasty is the last autocratic monarchy in the history of our country,Nurhachi and Huangtaiji had established and consolidated gold Jurchen regime innortheast of Liaoning Shenyang region before1644, Formed a unique military andpolitical institutions and the rule of law. During this period, the rulers took part indifficult legislative law in order to meet the needs of the development ofsocio-economic and political domination, with the principle of Participation the Handiscretion gold, which laid a solid foundation for social development and politicalstability before entering.Its laws and regulations had distinct characteristics, as the special backgroundbefore entering of the Qing dynasty, These unique law was formulated in accordancewith the prevailing political, economic, military and cultural conditions. Nurhaci andHuangtaiji took much attention to the development and implementation of the Act fromthis actual situation of departure, formed in line with the actual legal thinking. It wasunder the guidance of their legal thinking that the legal system had a certain scale,covering the administrative, the economic, the military, the cirminal, the judicial and soon. Manchus1society productive forces had a lower level of development, coupled thecomplex situation, so its legislative process of the law has distinctive features, itreflected the requirements of economic development and military needs from a series ofrules and regulations promulgated by the Qing Dynasty.In short, from1583to1644, the history of the development could not be ignored inthis period. The laws enacted in this peirod, not only were rich, but also has distinctcharacteristics,it provided a successful experience for the legal construction in the QingDynasty after entering. It was not only the important part of the Qing legal history, butalso occupied an important position in the history of Chinese legal system.
