The county cadres is the group who is the most directly affect social developmentand people’s life in China’s current administrative system. The level is not so high, butit occupies an important forum in China’s political puzzle. In view of the frequency of“achievement” project,“image” engineering phenomena occur currently, which greatlyinfluenced the development of the economic society, it reduces the government’s imageand credibility. Investigating its reason, the assessment principle did not be carried outin the appraisal process, the standard is not perfect and the procedures are not strict andother factors. Therefore, the author will be how to improve the county-level leadingcadres appraisal standards as the research center, and cut in the weakness in the study ofthe theoretical circles at present. The author introduces the comparative study of thecurrent appraisal standards, digs the existing problems and analyzes its reasons,explores ideas to solve problems and improve the examination criteria, which makes astrong practical significance of social democracy, fairness and justice.This article is arranged in the form of four chapters. The first chapter is theintroduction of the paper and the concept of determining chapter. The second chapterbases on the basic description of appraisal standards, hypothesizing the difficulty to putthe principle of general acknowledgement into practice from principle aspect; thelacking of morality caused by results orientation from the content aspect; Suchprocedure as the democratic recommendation is hard to operate from the procedureaspect. Through the analysis of literature theory, the author combined with the relevantlaws and regulations assessment standards by the Chinese government in recent years,regards some representative cases as carriers, makes the data processing and judging thetruth for the assumption of the three angles. The third chapter introduces theadministrative ethics, makes analysis, review and summarize on the controversialdemocratic participation, internal structural deficit of system, the habitual collisionbetween the rule of law and the rule of man. In the forth chapter, the author puts forwardideas to improve the county’s leading cadres appraisal standards against the causes for the existing problems. Firmly grasps the main line of this article that is three aspects ofthose assessment standards: principle, content and procedures. The author puts forwardthat stressing recognized by the masses, advocating transparency and impartiality of theassessment process, focusing on the assessment of supervision and informationdisclosure; stressing on the morality and performance compatibility, morality for thefirst; insisting on the value orientation of administrative ethics; improving the ways ofexamination system, improve the cadre examination of the county’s leading standardincluding the protection of the organization institutionally.
