Since the reform and opening up, China’s private economy is booming, theprivate sector workforce is increasingly large, according to the private sectordevelopment report2005, the year of2005, the number of private sector in China hasreached3.44million, the registered capital has reached4.2146trillion yuan, theemployed population has reached4714million. Employment population is so large,however, The private sector workers in social security system has seriously laggedbehind, has exposed some problems such as the lowly, insured rate, the less protectionprograms, the imperfect policies, the lowly level of protection, the lowly awareness,the lack of social security value,the difficulties in reform, and the damages of theworkers’ interests.In the thesis, from the general point of view, and game theory pointof view to contributing these problems. Under the framework of the stakeholdertheory, analyzing the reasons of these problems, the thesis has put forward theproposals to build a new system of social security for China’s private sector workersfrom the five aspects of social interests, institutional interests, economic interests,cultural interests and personal interests.The thesis is divided into five chapters, the details as follows: Chapter oneIntroduction. focusing on the background to the study, described the theoretical andpractical significance of the study, a brief overview of relevant research literaturepoints category has made, and made a brief evaluation. The introductions haveincluded the literature method, survey, inductive deductive method, case studymethod, discipline use, statistical analysis, questionnaire survey, system analysis andother research methods, put forward some proposals to examine the possibility ofinnovation.Chapter two: Preparation of the study. Focus on interpretation and defined theconcept of the private sector, social security, private social security, with the view ofthe speeding up the changing patterns of development, reviewed the basic course ofdevelopment of China’s private sector workers social security. At last, from theBeveridge report, corporate social responsibility theory, socialist harmonious societytheory to discuss the theoretical basis of the private sector social security system,made the thesis have a more profound theoretical foundation.Chapter three: The research of the private sector workers social security system of Wuling district in Changde City, using field survey method, questionnaire, focusgroup discussion, made a comprehensive research on Income of the private sectorworkers from the region, social security coverage, the insurance motive, policysatisfaction, policy enforcement, the operational status of the fund, supervision andmanagement mechanism and other fields, obtained first-hand research informationand data, and then put Data into machine, using statistical analysis software such asSPSS, EXCEL to made statistical Analysis, and finding some problems, obtained thecorresponding analytical results.Chapter four: on the basis of research Wuling private enterprises in Changde City,using deductive analysis method, to put forward the general reasons on the privatesector workers of social security, and using game theory to analyze these problems.Chapter five: Construction of China’s private sector workers social securitysystem. Under the analytical framework of the Stakeholder theory,to analyze theinterests orientation of government officials, private operators and the private sectorworkers, put forward some proposals to build a new system from five aspects ofsocial interests, institutional interests, economic interests, cultural interests, personalinterests.
