The development of modern management theory has experienced the stages of thescientific socialism, behaviorism, and the contingency socialism. In the nineteen eighties,our society has developed into a golden age of “cultural winning”. Correspondingly,people, especially scholar and manager shift the focus of attention, the key to managesuccessful, from program, psychological, and context to the more fundamental culture. Inthis context, the efficient government, in the midst of growing, whether it can develop andplay its due role or not, in the rapid development period of socialist modernizationconstruction and social transition, the key lies in whether the administrative manager, cangrasp the Chinese contemporary administrative culture and to better promote theconstruction of government efficiency or not. Enhance the government efficiency hasattracted the scholars’ high attention, and has become an important issues eager to resolve.In the macroscopic background of, the fully promotion of the government managementinnovation and the construction of the service-oriented government, to do research on theInfluence of administrative culture to the government efficiency promotion, it not only hasimportant theoretical value to enrich the theory research of our efficiency governmentand government innovation, but also has certain practical significance to promote ouradministrative culture innovation and efficient-government construction.This thesis complied with the logical structure as follows: firstly, analyzed thebackground and significance of topic selection, carded the literatures at home and abroadon government efficiency promotion and administrative culture, in the meantime, brieflyanalyzed the deficiency of the research areas and made a prospects, furthermore, definedthe research train of thought and methods, and elaborated the main content of this researchand the innovation. Secondly, this thesis explained the meaning and function ofadministrative culture, the meaning and requirements of government efficiency, as well asthe internal connection of the administrative culture and the government efficiencyconstruction. Thirdly, this thesis introduced the construction achievement of our countrygovernment efficiency and the main performance of the low efficiency, analyzed theadministrative culture obstacles in the government efficiency promotion from the aspectsof administrative ideas, administrative style and administrative psychology etc, and alsoanalyzed the causes formation of that culture obstacles from administrative environment,administrative incentive, administrative performance and administrative literacy aspectsetc. At last, according to the administrative culture obstacle factors in government efficiency promotion, this thesis putted forward the countermeasures: set up advancedadministrative culture idea, clear administrative cultural value orientation, improveadministrator’s spirit attainment, foster a healthy administrative culture environment andestablish the effectiveness evaluation incentive mechanism, etc.From the Angle of cultural level to discusses the administrative culture obstacles inthe government efficiency promotion and its countermeasures, are not only beneficial toenrich the cultural innovation theory, but also provides a new perspective foradministrative culture research, also pointed out the way for the administrative culturechange.At the same time, to explore the administrative culture obstacles of the governmentefficiency promotion and their correspondent countermeasures, it would providing thepractice of the government efficiency promotion with theoretical guidance, and guide thedevelopment direction of the administrative reform, guarantee the administrative reformsmoothly develop along with a health rail, so as to promote the deepening of theadministrative system reform, and to promote the practice process of governmentefficiency promotion.
