In the early1990s of the20th century,Guangzhou City firstly formulatedthe ban on fireworks,considering the environment and security.The action wasfollowed by about280cities in China,such as Beijing,Wuhan,Xi’an,Changsha,Suzhou and so on.The essence of the ban is a mandatory management that thegovernment uses the statutory right to guarantee the Environment and the safetyof people’s Life and Property.In fact,a similar ban appeared at the beginning ofthe last century and it did make some work,however, compared with the currentban,its effect was limited.Now we could take the ban as a watershed.After itsimplement,a series of positive effect was made in all sides,especially in thesafety, environment protection and administration ability.In a word,the ban waswarmly welcome.With the change of the domestic economics and people’s psychology,theban couldn’t any more express the mass’s benefits and its shorts was exposed.Itwas expressed as deviation from the expected,causing much pressure andweakening the government’s authority.Therefore,at the beginning of thecentury,Beijing firstly decided to change the totally ban into conditionalban.The paper believes that the change is not only an active behavior made bythe government but also a passive one.Although it appears to be an improvedpolicy,its countermeasures never vanish.Why could it happen?I conclude there must be the inner and outer causesof the ban policy. From the inner part,there are policy-related technicaldifficulty of the operation,high cost of law enforcement and the lost ofpolicy-supervising.From the outer,the causes are the inadequate guiding inmass-consuming,the influence of the intangible culture and the lack ofregulating public opinion.All in all,with the above basis studying,we can makeit a point that necessary measures should be taken,specific measures asfollowing:From the initial difficulty of the ban,more rewards is allowed;Fromthe degree of Legislation,more participation is needed;From the effect ofCulture,more preparation is wanted;From the market of fireworks,moresupervising is required.
