In the period of Wuhan National Government (WNG), Tan Ping-shan, as therepresentative of the CPC, participated in the WNG as an Agricultural AdministrationDepartment Minister. The purposes of the Agricultural Administration Department areto organize the peasant movement and solve the problem of farmers’ land. At firstglance, Tan Ping-shan is an influential figure. In fact, although the KMT(Wuhan) andthe CPC established cooperative relations and put forward to shoulder the commongovernment responsibilities, actually the KMT(Wuhan), the CPC, the Comintern andother partners have irreconcilable benefits and politics views. Tan Ping-shan was inextremely complex conditions and in a dilemma.The Agriculture Administration Department (AAD) charges the land problemand peasant movement. But the WNG, after all, was under the charge of the KMT(Wuhan). Due to the class attribute, the so called left-wing of the KMT (Wuhan) hadto restraint the peasant movement and the agrarian revolution, kept a hidden alertheart to the CPC. What’s more, the left-wing of the KMT (Wuhan) kept in touch withChiang Kai-shek-the counter-revolutionary and the Nanjing National Governmentsecretly. All of these caused the AAD fall into no right condition, and the so calledleft-wing of the KMT (Wuhan) tried to use the ADD to against and correct the peasantmovement. The ulterior motives of the KMT (Wuhan) had brought great difficulties tothe Comintern and the Central Committee of the CPC to carry out the policies of thepeasant movement. How to cause the KMT (Wuhan) to carry out the basic policy ofland revolution under the premise of maintaining the united front, the Comintern andthe Central Committee of the CPC entered into endless argument, and Tan Ping-shanhas difficulty in taking a step to carry the policies in the actual work because he notonly affected by the policy of the Central Committee of the CPC, but also should obeythe policy of the Comintern as well as the WNG’s resolution. In addition, his ownpolitical views and opinions comforted by the own thinking of the times andsurroundings are different with other parties. After the failure in the Great Revolution,Tan Ping-shan was severely criticized by the Comintern and the Central Committee ofthe CPC. He was expelled from the CPC.In conclusion, Tan Ping-shan’ ideas and behaviors during this period wereinseparable with the surroundings and conditions. The criticism of the Comintern andthe Central Committee of the CPC to Tan Ping-shan was farfetched and reasonedfallaciously. Therefore, to correct understanding of Tan Ping-shan and correctunderstanding of the related issues of the WNG, it should take the perspective ofacademic and hold the sympathy to deeply analyze Tan Ping-shan’s ideas andbehaviors at that the situation.
