China has indisputable territorial sovereignty for the South China Sea(SCS) sinceancient times. Because of the important strategic position and rich resources in theSCS, islands and reefs in the SCS has been occupied, maritime rights has beendamaged by other countries. China is facing a severe international situation and a realchallenge on the rights defending in SCS. We have a lot activities about rightsdefending in the SCS, including the official cruise, military operations, fishing anddevelopments of marine resources in the SCS. Typhoon is the most dangerous marinemeteorological disaster in the SCS and has great damage on the rights defending inthe SCS. The systemic study about the effects on the rights defending by typhoon andstrategies about it is very important to the rights defending activities by China.First of all, the main types of the rights defending activities in the SCS aremainly divided into two parts: the impact of the typhoon on the ship’s navigationenvironment and on the reefs and platforms upon the sea surface. The effects on therights defending by typhoon are mainly analysized from these two parts. The wavefield of the SCS during the process of Typhoon Hagibis(0724) is calculated by theWW3model in order to show the damage by typhoon directly. Combing altimeter andwind speed data analysis, it comes to the conclusion that the typhoon-generated waveshave great damage on the sailing vessels and reefs in the SCS.Further, combined with previous studies and the summary in this article,reasonable suggestions and countermeasures on the rights defending activities duringthe typhoon situation are putting forward. These include: the theoretical research andobservations of typhoon in the SCS need to be strengthen; the forecasting ability onthe typhoon in the SCS need to be improved; the power on rights defending in theSCS need proper integration; The development of reefs and oil platforms should lookout for the typhoon and work out relevant standards on windproof measures; publicityand training about the typhoon in the SCS should be intensified by various means. Finally, the main work and conclusions of this article are summarized,innovation points and practical meaning of this research are presented, several aspectsof future work are formulated.
