Since the implementation of reform and opening up, China’s social structure hasbeen dramatically changed in the company of increasingly growing market economicsystem and globalization, so that isomorphism model characterized by plannedeconomy has been gradually stepping down from the stage of history. Moreover, alarge number of social organizations have been playing an growingly important rolein social resource mobilization, public services, social governance and policyadvocacy. However, most social organizations in China are facing similar difficultiesin resource insufficient in terms of validity, capital, credibility, social network. Tosolve these problems, social organizations are supposed to enforce their owndevelopment, and more importantly, government should readjust its relationship withsocial organization and loosen control over these third-party organizations to someextent. In other words, government should take actions to reform traditionaldual-management system and set up a series of new rules or regulations which can notonly keep society stable but also effectively stimulate the potential of socialorganizations.Social organization management system consists of regulations, policies, andlaws regarding to department structure, division of power. Currently, a broad space ofcorporation between government and social organization is to be expected since government starts to transfer some responsibilities of public services to socialorganizations. In this case, old dual-management system has constrained furtherdevelopment of social organization. On the contrary, disadvantages ofdual-management system can be modified by embedded management system which isfeathered by three ‘changes’, that is a focus changed from registration control toprocess management; from direct management to indirect management; fromregulatory management to encouraging management. Therefore, embeddedmanagement is an alternative to social organization development.The history of social organization management system since the reform andopening up is reviewed in the first part of thesis. In the second part, the author makesa theoretic analysis on the true meaning and run logic of embedded managementsystem. It is suggested that the relationship between government and socialorganizations be consistent with the measures taken by government to administratesocial organizations. For a long time,‘state-dominated’ culture demonstrates that statecorporatism is more applicable to China’s social reality and embedded managementsystem has been come up with accordingly. The third part explains how embeddedmanagement system is operated from three different dimensions: political, structural,and functional. Three best practice of social organization management system reformconducted in Shenzhen and Shanghai are explored to verify the rationality andfeasibility of embedded management system. In the end, advices on improvingembedded management are put forwarded, including changing managementphilosophy, combing external supervise and self-discipline and introducing diversifiedincentive policies.
