The local public finance expenditure of local government through fiscal funds to provide local public goods and services to achieve the function of public management activities. In the central and western big development, eastern industry transfer, the rise of central China strategy for national development opportunities, Z local government to lift the positioning of government functions, management authority, the administrative way lag restricted the development of economy and society, actively building a service-oriented government mode, strengthen the public management and service functions, play area late-developing advantage to promote the great-leap-forward development in the region.The paper introduces the functions of the government and the public expenditure achievements, emphasizes the service government is the direction of construction of Chinese government, based on this theory through the analysis and evaluation of the achievements and problems of building a service-oriented government, the performance of public service and management function of Z, the scale and structure of public finance expenditure quantitative analysis. The reason for the profound reflection on economic traditional agricultural areas, the transformation of government functions is insufficient, and try to put forward some countermeasures and suggestions, this research has certain reference value on the evaluation of local government status of building a service-oriented government, but also help to expand the local government public management function research.This paper uses the normative analysis and empirical analysis, quantitative analysis and qualitative analysis, literature and other research methods, is divided into five parts:The first part introduces the background and research ideas, theories of the service-oriented government function, public finance expenditure in the field are expounded comprehensively, summarizes the results of this study problems and characteristics; the second part introduces the service government, government function, public finance expenditure connotation, discusses the relationship between the two, and demonstrates the feasibility of using the local public financial expenditure of local government public management functions to fulfill the; the third part through research and analysis of Z from1995to2011the scale of public financial expenses, expenditure structure, summarizes the local government in the public management function transformation in the service-oriented government performance problems and deficiencies; the fifth part for the fourth part of the analysis, put forward the Z local government to transition to the public service type government, strengthen the public service function and management countermeasures and suggestions.
