| Judging from the influence of the actual politics, online political participation has become an important way of participation in our political life. The advantages which it shows play a significant part in promoting political reforms in China. However, there are still some disorderly behaviors which have seriously jeopardized the stable order of the online political participation, especially in spontaneous counterparts. Therefore, it is particularly important to explore how to standardize and reduce disorderly behaviors in online political participation gradually under the leading roles of cyber citizen. Based on a belief of protecting the freedom of speech and nascent civic awareness, the way for developing spontaneous online political participation with an attitude of openness and freedom is the main idea of this paper. Firstly, document research is used to analyze the related researches of domestic and foreign scholars, which can lay a foundation in finding the advanced theoretical achievements and research ideas. Secondly, the status of domestic spontaneous online political participation and the reasons for the current situation are investigated. Finally, elaborated mechanism between the status quo and causes with case analysis are reported, and the ideas of solving the disorder status quo are also discussed. By the preparation for theory and status analysis above, the following findings and resolution strategies are shown. Firstly, although many disordered participation behaviors exist in the spontaneous political participation, the vitality and efficiency aroused by spontaneity cannot be replaced. Secondly, the ways how to regulate the disordered participation behaviors focus on not only the solutions conceived by the government but also the power of the network service providers and the cyber citizen. Thirdly, in order to solve the situation of the disorderly, the solutions should be raised in three levels, including establishing and improving the laws and regulations, constructing professional civil political participation websites, and enhancing the ability of participants. Fourthly, the norms of government online political participation should be developed and put forward from several aspects, such as functional positioning, recovery system, professional teams, and norms of behavior. Fifthly, in the part of "constructing professional civil political participation sites", we proposed the position of professional civil political participation sites, the value of the pursuit, the personnel structure of the site, and the oriented groups. In addition, the problems and strategies which may appear in the development of civil political participation sites are also posted. Sixthly, we focused on what kind of guiding ideology of political participation should be formed by the government in the part of enhancing the ability of participants. In short, facing the spontaneous online political participation, we should not set absolute limits to increase the intensity of supervision and taking blind laissez-faire.We should to find a development pattern which not only can encourage cyber citizen to actively participate, but also can maintain a steady and orderly development of participation. Based on this, a positive interaction relationship between net citizens and government may be formed. The research of spontaneous online political participation can help us to better sort out and understand the factual structure of the political participation. In addition, it also can provide reference programs for developing civil political forces and put forward ideas of online political participation for government. Beyond these, it even can provide ideas for developing the democratic politics and political reform. |
