A typical character of emergent public affairs is unexpected, and would cause awide and profound influence, once these affairs could not be soundly solved. Therefore,to avoid causing a bad influence, the key step is to control these affairs before itshappening. In another word, it should carry out effective and early warning before theaffairs, for relevant departments to take effective measures. To effectively implementemergency warning, it must make integration of effective, timely and true information.And, the information integration degree directly determines the effect of the earlywarning. But, as previously mentioned, the substantive characteristic of emergent affairsis unexpected, and thus there would be no obvious signs before the affairs happening,also without systemic and complete information resources to use. To conduct an earlywarning of emergent public affairs, it depends on the information manager todiscriminates and extract the valuable part from a large amount of information, which isalso an important and necessary process for the early warning.The information manager of emergent public affairs is usually the government. But,under the current mechanism, the information exchange between different departmentsor different levels of the same department is very difficult, which is almost in ano-shared-information stage. As a result, it is significantly important to integrate andexchange the information of different departments effectively. TheGrid-Based-Information-Management (GBIM) technology developed in recent yearsprovides an ideal solution for the collection of early warning emergency information,because it has many advantages in the aspect of comprehensiveness and prospectiveness,that the traditional information management doesn’t have. The GBIM can integrate thevaluable information resources quickly, and obtain the reference conclusion andsuggestion combined with the analysis of relevant experience characteristics, which is akey development orientation for the future information integration. Based on the GBIMtechnology, this study aims to the integration of warning information of emergent publicaffairs, and designs the corresponding information grid structure and the relatedmanagement platform, for the timely and effective collection of disperse information from different departments. Then, the required reference results can be quickly fed backfrom the collected information, and achieve the information networking in the virtualspace, which provides a data support for the early warning of emergent public affairs.This paper is composed by six parts. First, the introduction which is the firstchapter of this paper, systematically analyzes the collection ways of the early-warninginformation integration in our country on the current present, and points out its flaws.And the introduction elaborates the development inevitability of the grid informationmanagement, which develops simultaneously because of lacking the essential growthsituations. In the second chapter, mainly introduces the references which theoreticallyprovide the analysis. The third chapter introduces the general idea of grid integration ofearly-warning information. And the method is the formatting and networking ofearly-warning information. Mainly researches core coding principles and designconcepts of the two methods and then analysis them combining with the early-warninginformation characteristics of the public emergencies in our country. It is found thatdesign grid nodes can be depending on the different sources and differences of thewarning information, and form a united warning information grid integration modelcombining of these different vertical and horizontal staggered grid model and the modelcan be achieved on a given platform. Chapter four explores the rationally of warninginformation grid integration model for the public emergencies. The early-warninginformation grid integration elements include the OGSA principle and WEB servicesresources principle. It also describes the mechanism and system of early-warninginformation grid integration model. The fifth chapter analyzes the validity ofearly-warning information grid integration model for public emergencies. Andrespectively introduces by the logic of early-warning information, the validity andsharing of early warning information, and the scientific characteristic of early-warninginformation management.
