Under this new circumstance, the society has putforeword new requirements for the administrative models and concepts of government atall levels, which means government at all levels are objectively required to furtherstrengthen their public service functions and social management functions. In anotherword, the main function of government at all levels should be switched to public service.Accordingly, government at all levels must continuously improve their service standards,service functions, and most important, their governance capability. At present, China is ina critical development stage, economic and social development requires government at alllevels to have a corresponding management model. As an answer to this demand,service-oriented government has become a recent goal of reformation of governmentfunctions. During the process of building up a service-oriented government andimplementing services administration, government at all levels are confronted with howto improve government efficiency, which has become a new topic in public administration.The leadership of the country and ministries have mentioned on various occasions, to stepup research and establish a scientific government performance evaluation system. TheFujian local government public service performance evaluation, have certain theoreticaland practical significance.The authors take system research, literature research and empirical research method,in theory and practice on two levels of Fujian local government public serviceperformance evaluation research. First of all, from the carding the government publicservice performance evaluation theory, this paper based on the government public serviceperformance evaluation research background and significance, the research situation onabroad and home, etc. Secondly, the related concepts and theories of public serviceperformance evaluation of local government comprehensive exposition; Then, based onthe study of the theory, and constructs the local government public service performanceevaluation system, including the evaluation principles, evaluation subject and object, the evaluation index system. The evaluation index system consists of six dimensions as"education, social security and employment, health care, public safety, environmentalprotection, culture and sports" and34indexes such as " education investment for everyten thousand people, the days of urban air quality level2"; Then, it combines with thegeneral situation of government performance evaluation in Fujian province, from2007to2011, makes the local government public service as the research object, using the valueengineering model, from the3aspects of the level of comprehensive performance ofpublic service, six dimensions of performance level in public service, the fiscalinvestment to the six dimensions in public service, carries on the analysis and evaluation;At last, according to the local government public service performance level of ascensionputs forward relevant countermeasures and suggestions, including the attention to andeffective use of evaluation results, strengthen the spirit of public service, promote themarketization of public service, strengthening the construction of public service personnel,increasing investment in public services and improving the utilization rate of resources,etc. |
