With the development of the continuing reform of China’s political and economicsystem, requirements and voices for anti-corruption efforts is running high. Butcorruption is a normal phenomenon as currently our country is in the particularsituation of social transformation, which is the same as the world’s most corruption-hitcountries in transition. This essay will compare the against corruption system (ACS)of some of the world’s cleanest countries and regions, so as to get insight into thecurrent situation and the weakness as well as the factor involved of the againstcorruption system of our country, then give some suggestions. Also I will give myopinions about the reality of the anti-corruption efforts and the relevant situations,hoping to make some differences.The first chapter is an introduction, including some reasons for choosing thistopic, purpose and significance of this research, present research results, and theresearch methods. The second chapter is related to some against corruption theories.The first part of this chapter is the definition of corruption, followed by the relevanttheoretical explanations, including the balance of power theory, control of corruptionand rent-seeking elaboration. The third chapter described some ACS of the leadingcountries around the world, including Finland, Sweden, Singapore and Hong Kong.This chapter will summarize and draw on the experience of a clean government, andprovides a theoretical and practical basis for the fifth Chapter. The forth Chapterrefers to the construction of the ACS and the major problems. The present situation ofChina’s clean government is the party and the whole country have always attachedgreat importance to China’s anti-corruption work and have made some significantachievements, which includes the behavior of public officials has been standardizedby the education management; insistent of anti-corruption work to provide a strongguarantee for economic development and build a harmonious society; solving theproblem of many masses that are strongly reflected; supervision has been continuallystrengthened; paying more attention to the work of corruption prevention. Despite ofthese achievements, China’s anti-corruption work is still in a dilemma: ananti-corruption laws and regulations are incomplete; clean system is not perfect;immature of the inner-party supervision mechanism; participation of the citizens forthe construction of clean government is not active. The fifth chapter is on the basis of the previous text, presented the recommendations to build a better ACS: Improvinganti-corruption laws and regulations; establishing an independent anti-corruptionorganization; establishing honest and clean atmosphere; building a scientific restraintsystem of power; increasing participation.
