Research On The Urban Government For Migrant Workers Management Of The Problems Existing And Countermeasures

Rural migrant worker is a new type of labor force with Chinese characteristics,which emerged in the process of reform and opening up. They have rural householdregistration but made their living, mainly engaged in non-agricultural industries, inthe city. They are main labor force in the city and have made a great contribution tothe urban economic construction and consequently become an important group whichthe government cannot ignore. However, for a long time, they lived with manyproblems, such as lacking guidance, help and coordination from the government andsociety, job un-stabilization, shortage of protection of their legal right and interest,deficiency in public living space and public service and so on. These problems will begreat obstacles for the social stabilization and harmony before handled in right way.Therefore, it has certain practical significance for the city government to investigate,analyze, and propose appropriate countermeasures for the problems of migrant workermanagement.This dissertation is divided into four chapters. Chapter1,Preface.Including thebackground, present situation, contents and significance of research. Chapter2,Defining concepts. Analyzing the significance of that innovation of the way citygovernments manage Rural migrant workers according to the characteristic andpresent situation of Rural migrant worker in the city and providing foundation for thefollowing part of this paper. Chapter3, Analyzing the problem of city governments’management of Rural migrant workers through case analysis. Chapter4, Analyzingthe countermeasures of innovation city governments’ management of Rural migrantworkers and proposing specific countermeasures and suggestion from the aspect ofmanage sense, manage system of organization, manage system and manage style andso on. Problems for the government in its management of Rural migrant workers aremainly rooted in the following three respect: old management concepts, unsoundmanagement system and undue management method.Therefore, the way out of those problems is to change the managementphilosophy of Rural migrant workers, cultivate correct and scientific managementconcepts, initiate new management mechanism and means, and create diversitymanagement. Only by doing so can we in earnest raise the standard of themanagement of rural migrant workers and the service offered to them, and theconstruction of a socialist harmonious society as a whole.
