For the performance evaluation of the social economic development andgovernment leading cadres, China’s central and local governments have been highlyvalued. With the perfection of the socialist market economic system, change the modeof economic development has become a major strategic goal for China’s futureeconomic development, this is an inevitable requirement to build a fair, transparent,responsibility, service and harmonious government, party and government leaderswill inevitably require a set of scientific cadre performance evaluation system. Theparty and government cadres performance appraisal system is a complete assessmentof the performance on the results of work, which done by the party and governmentcadres, in a specific period. Promoting the smooth transition of the mode of economicdevelopment requires a set of outstanding leading cadres team, whom can use thescientific concept of development as guidance, combined promote economicdevelopment mode shift and cadre performance evaluation closely. If the performanceevaluation of the party and government leading cadres contrary to the essentialattribute of the mode of economic development, will be lack of correct understandingof what is performance, for whom the creation of performance and how to create aperformance and other problems, which would hinder the healthy development of theeconomy. Part of the party and government leaders lack of proper awareness andunderstanding on performance, and often use the speed of GDP growth as the mainindicator to measure the level of effectiveness of the work. The "quick" and"exaggerating", keen on "image projects" and "achievement projects", the result is toincrease the financial burden, the destruction of resources and the environment, to bringserious loss to the social and economic development. Driven by the traditional party andgovernment leaders performance concept, the party and government leaders in someareas "don’t want to turn, don’t know where to turn and don’t know how to turn”,eventually lead to economic development often “hard to turn by a long pushing.".This paper first define the connotation of the transformation of economicdevelopment mode and the performance appraisal system of party and governmentcadres, then analysis the basic requirements in remodeling a set of performanceappraisal system of party and government cadres to adapt to the transformation ofeconomic development mode. Secondly, discuss the incompatible parts between traditional performance appraisal system of party or government cadres and thetransformation of economic development mode. Finally, trying to use the theory ofscientific development and harmonious society as the theoretical basis, use variousauthorities’ policies which related to the performance evaluation of the economicdevelopment and government leading cadres as guidance. Remold a green, scienceand people performance appraisal value orientation, integrate the index design instrategic economic restructuring, technological progress and innovation, people’slivelihood improvement, environmental protection and resource conservation,improve public participation, results publicity and accountability, and other evaluationmethods and mechanisms. Ultimately, boost scientific, institutionalization anddemocratization of performance evaluation system of party and government cadres,and promote the smooth transition of the mode of economic development.
