A state’s security concept reflects the people’s understanding of their security situation, further guides the formulation and implementation of its security policies, and the state has a deep impact on the process of constructing national security. Modern state plays an important role in human’s social life, especially is an absolute monopoly in the area of security, that results in a priority of political and military issues of the traditional security concept. Since the end of the Cold War, the process of globalization continues to deepen, transnational connections get closer, non-state actors gradually grow up, and these all propose requirements of the reconstruction of security concept. Academia has constantly issued new sounds recently, and also criticizes traditional security concept of realism, under this trend, the new security theory comes up.This paper uses the impact of the modern state on the evolution of security concept as a main line, discusses the way of modern state’s impact on security concept, in historical development scope, analyses the impact of the formation and development of modern states on the evolution of security concept, further more talks about the limitations of that impact and its reason, which leads to that the state are facing challenges and needs the establishment of new security concept, and ultimately realizes the exact location of the state’s role in the process of the evolution of security concept.The author believes that by use of its being a subject of security after the security concept’s secularization, a community cognitive, the division of the sovereign boundaries and the monopoly of security power, the modern state has impact on the evolution of security concept from two aspects of subjectiveness and objectiveness, by reviewing the historical process of the impact that the development of modern state has on the evolution of security concept, further analyses the limitations of this impact. Finally, the author illustrates that under the condition that the state is facing internal and external challenges, the new concept of security has positive effect and prospect.
