The Research Of Field Optimization On Public Service Capacity Of County Governments

As an important form of local governments, county governments are in the center of the logical structure of Chinese government. County governments are the most close government agencies to the grassroots communities. And they are the last pass of the implementation of the Central Policy. Make county governments as the research focus is very important to the central and local government.The core position of the county governments determines its value and role, It contributes significantly to the development of local economy and society, the service-ability of the county governments related to the comprehensive development of the county economic, political, cultural and social. It is the requirement of the transformation from "Survival-type" social to "Developmental" social to improve the service-ability of the county governments. And It is also the basic requirement to adjust the relationship between Government and Business, Society&Citizens. Besides, the adjustment in county government agencies is important for government transformation and the improvement of public service ability.This article combed the service-ability of the county governments, tried to observe the county governments in the vision of "Field". Though the perspective of "Field" analyzed the triple logic of county governments’public service-ability, the tension of field conflict, the flexible space of field boundaries, and tried to sort out the operation mechanism of the field on public service-ability of county governments. On this basis, It analyzed affect of capital, habitus&rules, and pointed out the affect of the external&internal structure variables of the field. Finally, this article finds the way to improve the public service-ability of the county governments:the coupling of field elements and adjustment of field-activists’ relationship.
