Along with the progress of the times and the deepening of economicglobalization. The interdependent relation between countries has been deepened. Thecountries are more inclined take measures such as negotiation, mediation rather thannon-peaceful means which is used to adopt to deal with international issues&conflict.The issues and conflict could be dealt with by asking for the third-party arbitrationinstitution as well. The Judicial arbitration is the inevitable result of the developmentof the international community. The International Court of Justice(ICJ), which is themain institution of International judicial arbitration mechanism. As the result ofpolitics rather than law, what role it plays in international dispute settlement, and howmuch is it’ affected by the International political environment in terms of itsindependence and justice, is the main content in this essay.
