In recent decades, benevolent undertakings have developed vibrantly worldwide, which drew more and more attention from the academic field. The unique position Australian philanthropy holds could not be underestimated, and their beneficial experience is worthy of being explored. The World Giving Index (WGI) report in2010(a poll putting global philanthropy into3categories:individual donations, volunteering time, and the number of people willing to help strangers) showed that Australia ranked the first place in the world with the WGI score of fifty-seven percent. This thesis is to concentrate on the specific factors best featuring the Australian philanthropy. It is said that in Australia there is a general atmosphere for helping those in need.Secondly, it is intended to explore the impacts of governmental factors, referring chiefly to the governmental support, on the Australian philanthropy. The role a government can play in advancing charity includes, but not limited to, protecting, supervising and promoting expansion of its benevolent undertaking by implementing positive policies. It also shares the responsibility of building a sound and comprehensive social monitoring system which is a basic condition to assure the healthy development of charity. In the dissertation, great importance is attached to the development of non-profit organizations (NPOs) in Australia which serve as boosters for the philanthropic undertaking.Last but not least, this study is to find out the elements promoting the Australian benevolence for their references in China. They include the maintenance of good relationships between governments and NPOs, the tax concession policies introduced and implemented by the governmental organs at different levels in dealing with various cases and also the approaches to motivate more people or corporations to join this cause which is greatly beneficial to human beings.
