Combining these theories, the authorbelieves that the stability of the society requires a constant and planed interactionbetween the government and the public, however, the barrier of communication, theabsence of feedback lead to the misunderstanding and confliction between thegovernment and the public.In order to protect the public interests, to increaseefficiency in public administration, to distribute social wealth rationally, thefoundation of public communication system has a significant importance for Chinesepublic administration system.
