| Reservations system stems from Non-Brahmin Movement during1920s, beforethe establishment of the Republic of India, but when reservation system was bewritten into the Constitution of India for the modern concept of equality in theConstituent Assembly, the significance of reservations policy has occurred afundamental change to Indian people. Although the Indian Constitution clarifies theobjects and content of the system, how to define the object has become a problem,especially on the definition of "other backward classes". The caste-based criterion hasbeen under fire. In addition, personalities of various circles argue the effect of theimplementation of reservations policy without reaching a decision. With the adoptionof the amendment to the Constitution, the establishment of the Backward ClassesCommission, and the playing of the restricting role of the Judiciary, the reservationssystem and its implementation process have gradually been perfected to a certaindegree. The reservations system carried out for scheduled castes and scheduled tribesdate is almost without dispute, while the reservations policy for other backwardclasses will still need to be developed and improved. Regardless of retaining theimplementation of reservations system will affect the efficiency of governmentadministration or strengthen the caste system, the reservations system is bound toexist in India during a long period of time in the social context of vulnerable groups’gradual strengthening. |
